Anti-spin has a smooth, near-frictionless surface. It neither generates spin nor takes it on. Heavy rotation arriving on it is killed rather than returned, so the opponent faces a ball that does not carry their spin back.
On figures alone it is the weakest rubber here, but it was never meant to be measured on the same scale. A spin figure of 3 is a statement that it does not grip — and that is the reason to use it.
It is normally paired with inverted rubber on the opposite side, in a style that twiddles the blade to confuse the opponent. Note that the rules require the two sides to be different colours, and more importantly that this approach does not substitute for fundamentals.
